Landlord, Nathan Cooper is playing games with his tenants in the city of Saint Louis. He is shrinking room sizes at his complexes, targeting the unfortunate and creating his own Monopoly.

This Riverfront Times cover depicts him as a greedy villian. His childish games favoring his suburban tennants and ripping off his city tennants are brought to life by doing a parody of “Mister Monopoly”.
